Tato práce se zabývá možnostmi využití sil a prostředků Hasičského záchranného sboru České republiky k provádění záchranných a likvidačních prací a to v celé šíři této problematiky. Úvodní část je směřována k podání komplexního přehledu o stávajícím nastavení systému, silách a prostředcích, kterými tento sbor disponuje. Následně je vypracována SWOT analýza, která tento systém hodnotí, identifikuje jeho silné a slabé stránky a klasifikuje příležitosti a hrozby vycházející z vnějšího prostředí za účelem stanovení optimální strategie problematiky. Dále se práce věnuje rozboru typových situací, při nichž jsou prostředky a síly Hasičského záchranného sboru České republiky využívány pro záchranné a likvidační práce, je zkoumán postup při řešení mimořádných situací a způsob nasazení. V závěru práce je potom prezentován návrh opatření, který vnáší do problematiky prvky vylepšení, a to z hlediska personálního pokrytí i technické a jiné vybavenosti. |

This thesis deals with possibilities of using forces and means of the Fire and Rescue Brigade of the Czech Republic to conduct rescue and liquidation work in the whole extent of this issue. The introductory part is directed to giving a comprehensive overview of the existing setting of the system, forces and means that the brigade has at their disposal. Further a SWOT analysis which evaluates this system, identifies its strengths and weaknesses, and classifies opportunities and threats resulting from the external environment is elaborated; the purpose of the analysis is to determine the optimum strategy of the issue. The thesis further deals with an analysis of type situations during which the forces and means of the Fire and Rescue Brigade of the Czech Republic are used for rescue and liquidation work. The thesis also includes examination of the procedure while settling extraordinary situations and the method of deployment. The conclusion of the thesis presents a proposal of measures that bring elements of improvement to this issue in terms of human resources coverage and technical and other facilities. |
